The book How to School Your Serpent can be bought and used by any character fulfilling the reputation requirement. It unlocks the Cloud Serpent taming account-wide. Buying and using the book is not restricted to hunters only.
If you get the reputation requirement error when attempting to use this item on a character, send the book back to the character that purchased it. That character will be able to use the book, which will apply to your entire Battle.net account. All Hunters on the account will be able to train cloud serpents.
